STCW – Basic Safety Training
STCW (Seafarers’ Training, Certification and
Watchkeeping)
The STCW BST (Basic Safety Training)
requirements are contained in Reg. VI/1 of the STCW code. BST is required for
those persons serving in a position that must be filled as part of the required
crew complement or assigned a responsibility on the muster list. This training
is comprised of four elements: personal survival techniques, fire prevention
and firefighting, elementary first aid, and personal safety and social
responsibilities. See NMC Policy Letter No. 12-01 for information about
maintaining competence of BST. Each section of the STCW- Basic
Safety Training curriculum is described below in more detail:
Basic Firefighting
This two-day course meets all
requirements for basic firefighting found in the STCW, 1995 Amendment. This
course includes both classroom and firefield training.
Personal Survival Techniques
This one & one-half day STCW
required course covers all required subjects for personal safety afloat including:
lifeboats, liferafts, abandoning ship, emergency communications, and survival
first aid. The College pool is used extensively for “hands-on” demonstrations
and exercises.
Personal Safety and Social Responsibility
This one-day STCW required course
covers subjects including: pollution regulations, personal safety afloat and,
personal relationships on-board.
Basic First Aid and C.P.R.
This one day STCW required course
covers basic first aid, initial response to injuries and CPR. It also counts as
the annual refresher for CPR certification.
ABLE SEAMAN
U.S. Coast Guard Approved
This five-day course meets the
requirements for training and practical assessments as described in 46 CFR
12.05-7. The class covers subject areas in rules of the road, seamanship,
buoyage, ship nomenclature, anchoring and deck department operations. Students
are required to complete a written examination and a practical seamanship exam
successfully.
ADVANCED FIREFIGHTING
U.S. Coast Guard Approved
Advanced firefighting training is
required for all licensed officers as described in 46CRF 12.05(g) Our four-day
course covers a review of basic firefighting techniques and then moves on to
fire-party organizations and leadership. The course also covers response to
Hazmat incidents and the use of dangerous-cargo guidebooks.
ARPA – Automatic Radar Plotting Aids
U.S. Coast Guard Approved
This three-day course is intended to
familiarize the mariner with the latest techniques for getting the most out of
the ARPAs found onboard most modern merchant vessels. Starting with a quick
refresher in plotting techniques, the instructor will then move on to cover
both theory and practical uses of ARPA sets. The course will make extensive use
of the college’s recently upgraded radar simulator. Satisfies STCW requirements
for training.
BRM – Bridge Resource Management
U.S. Coast Guard Approved
This three-day course meets the
requirements for Bridge Resource Management training as found in the 1995
Amendments to STCW. This course makes extensive use of our full-mission bridge
simulator. Course subjects include: communications, situational awareness,
error chain analysis, and the pilot/bridge team relationship.
Celestial Navigation - Ocean Endorsement
U.S. Coast Guard Approved
This 10-day course prepares mariners
for navigation outside of coastal areas. The certificate is required for an
Ocean Endorsement on a mate or master’s license and for all STCW certificates.
Course work includes sun and star lines, latitude by noon sight, parallel sailing, and great-circle sailing.
Lifeboatman/Survival Craft & Rescue Boat Crewman
U.S. Coast Guard Approved
The Coast Guard requires any
applicant for a lifeboatman certificate successfully to complete an approved
training course. This 4-day course meets all the requirements of 46CFR 12.07
for training in survival craft, emergency operations, and boat handling.
Original Radar
U.S. Coast Guard Approved
Forty-six (46) CFR 10.305 requires
that every vessel equipped with radar have an operator certified in radar
principles and operation. This 5-day course covers all required topics, and aspects
of radar operation including theory, collision avoidance, and navigation.
Extensive work is done on the Radar/ARPA simulator.
Radar Recertification
U.S. Coast Guard Approved
This one-day class satisfies all the
requirements for the CFR mandated five-year renewal of all radar endorsements.
This class gives a review of the relative-motion triangle and tests the student
using an approved radar navigation simulator. This class is offered the first
Friday of every month.

Steam and Diesel Automation

Tankship, Person-In-Charge (PIC)
U.S. Coast Guard Approved
46 CFR, Part 13 describes all the
requirements for certification as a person-in-charge of a liquid cargo
transfer. One of the requirements for certification is successful completion of
an approved course in liquid cargo operations.
This 5-day course meets all of the
requirements, along with extensive use of the liquid cargo simulator.
Electronic Chart Display and Information Systems
(ECDIS)

Global Marine Distress Safety System (GMDSS)
U.S. Coast Guard Approved
This is a 70-hour course for deck
license holders who will be designated as GMDSS operators. The course covers
all elements of the GMDSS systems, including emergency calling procedures and
response. This course will make extensive use of the GMDSS simulator.
HAZMAT/HAZWOPER

International Ship and Port Facility
Security (ISPS)
General CE / ISPS Code & MTS Act
U.S. Coast Guard Approved
This 3-day course covers all
required topics for designation as a ship or company security officer. The
course discusses threat assessment, planning, implementation, and training
requirements for compliance with the International Ship and Port Facility Code
and the Marine Facility Code and the Marine Transportation Security Act.
